Is that gradient going to be a linear or a radial one. Is it required to get the dotted gradation as vector objects or would you allow a raster effect as well?

    Peter,

Posting an image might clarify things.

This object has a yellow fill. I added another fill in the Appearance palette then, with that fill selected, created a gradient. I then immediately changed the transparency mode to Multiply and added an Effect > Pixelate > Color Halftone effect.

This can be saved as a graphic style and applied any time to any object. If your gradient is more complicated, like a blend or gradient mesh, then the layering will have to be done with multiple objects rather than multiple fills.

Ladies and gentlemen of the jury, I submit to you this day that the yellow circle you see seated before you in the Defendants chair has several tiny black dots!

That's right! I will prove beyond any reasonable doubt that that scoundral known to you only as Yellow Circle has several tiny black dots throughout its inside!

After you have seen the evidence, you, ladies and gentlemen of the jury, will make your verdict.

    ;-)
