Reading all of your ways to do this seem overly complicated.
Your method in no less complicated than what I suggested in #10, perhaps more so since you have to draw the graphic frame first. And then it has the added disadvantage of having a frame that covers the entire page where it can obstruct access to other objects. I suggest that your method should also include another step: fit frame to content. Now it's definitely more complicated.
(P.S. It cant' very well be a Quark trick if both ID and Quark are virtually the same in this regard. I doubt many ID users are unaware of Centre Content. I'm guessing most people here assumed the OP didn't want to have to bother with drawing such a frame every time.)
