Baseline and Leading off slightly

I am learning how to use the Ind cs table feature. I am using TRoman not bold text 10 point and leading of 21. The baseline grid is set to .29 increments 75% threshold (not sure what that means I changed % and did not see any difference?)
The baseline starts 1.5 in from the top. I am not using a doc grid.
Basically I am developing a questionaire with text and lines
Even to my untrained eye I can see that the text on the baseline is slightly above the baseline near the top of the page gradually drops so that it is under the line at the end of the text block - about 3/4 down the page.
I am curious why this is happening and how can I adjust to make it even.
Anybody have any links or suggestions on designing forms (especially with tables) using InDesign? I pick up a few things with a Google search but would appreciate any other suggestions.
