I have a txt file that needs to be imported in I.D.CS3. Is there a quick way that I can import it to have a similiar look to an excel spreedsheet and have it still "tagged" where all I need to do is replace the txt file and the information is automatically updated but in the same template and design? I looked in the help files but it really don't get specific in this subject. Any feed back would be greatly appreciated.

One way to do this in CS3 is to link to an external Excel spreadsheet that you import into InDesign and update the link. If you've formatted your table using InDesign CS3's table styles, you'll retain most of your formatting.
How would I go about linking an excel spreadsheet with the same formatted structure of the table? In explains that it can be done but doesn't explain in how to do it.
Format the sheet in Excel. File > Place.
If you want the sheet to update in InDesign when you make changes in Excel you need to set the preferences before importing to "Create Links When Placing Text and Spreadsheet Files" which is at the bottom of the Type pane.

In CS3 that's not really necessary. But using table styles/cell styles
needs to be set up very carefully to have everything update properly.
You have to have the proper paragraph styles assigned or the text will
lose its formatting.
