want hyperlinks viewable in PDF but NOT TO PRINT
I am creating a booklet with hyperlinks (really just to other pages in the document) and I want to make a button on every page to return to the TOC.
However, I don't want this button to show up when the user prints the PDF.
I have tried all kinds of combinations with making layers not printable, and checking options in the "Export PDF" dialogue box. But whenever I hide the button from printing, it also hides it in the exported PDF.

The button itself has its own settings, independent from printing/non-printing. Select, right-click (Ctrl-click), choose "Interactive", Button Options. At the bottom are the PDF properties you seek.
(And right now, switching back to my document I accidentally discovered you can also just double-click the button.)

In Acrobat you can change the Button Properties > Form Field > Visbile but doesn't print

Ah yes, this property can be changed right in Indesign.

Ok, I wasn't explaining this properly. I hadn't actually made a true button. I had only highlighted text and made a hyperlink to other pages in the document. That worked...except it printed too.
Unfortunately, I now have the opposite problem. I have converted the text frames to TRUE buttons, and added the same behaviors to jump to other pages, but now they don't work when I click them in the exported PDF. I am exporting to Acrobat 8 just in case. The states work, but nothing happens. I even went through the help files.

If I understand what you've done, you have converted the text frame that contained a hyperlink (or multiple links) into a button.
Text within a button can't be a link.
You need to select the button itself and then in Button Properties add an action to go to a page.

Right, I did that. Currently the behavior is...
Event: "Mouse Enter"
Behavior: "Go To Anchor"
Document: "mydoc"
Anchor: "mybookmark"
Zoom: "Inherit Zoom"
I have also added it to the events list before clicking "Ok".

The text text link you don't want to print should be in it's own box. Go under attributes>non-printing. That should work. Don't know if it'll affect your link or buttons though.
I'm assuming the hyperlink text isn't in the middle of a sentence or they'll be gaps all over the place. Sort of like a CIA doc.

I just tried reverting back to my original plan, but this time using the attributes palette to make it "non-printing"
And again, the links work again, but they also print (even though I labeled them "non-printing")
Yes, it is just a simple text field, and the only text in the field is the button.
I also just realized that the "Button" route works somewhat in Acrobat itself. But by default MACs use "Preview" and the button doesn't work there.

many apologies. I just redid the whole thing and it works.
I guess there were some behaviors that were conflicting when I switched back and forth between button and text hyperlink. Button works in "Preview".
