Not the background on an image, the desktop background, like now I'm looking at it with NO image open and its grey, I would like for it to be black.

Erm No. What William is referring to in the Photoshop main window. No amount of Paint Bucketing will change that.
William, Try this:
Grab the bottom of the main Photoshop window and "roll it up" to reveal the desktop underneath. Now get rid of your icons and change the desktop colour to black. That's as near as you're going to get.

It doesn't happen here. Regardless of key combinations, the paint bucket does nothing on the application window background!

While it may not be your preference, the neutral gray application background in Photoshop serves the purpose of not interfering with color or tone perception when viewing or editing images.

I get a black background on a single image when opened and the view set to "full screen mode" (hit 'f' key to toggle options). Hit 'tab' to clear out everything but your image with a black background.
I'd find this a bit too much as far as SOP though - too much contrast, I like the gray (or grey) much better...
