I have done DV editing with Premiere 6.5 and PRO in my machine, AMD 2400, 512MB ram and EIDE discs. Just a regular board and my ram is 333mhz ddr. It is an average machine. But I don't know what dropped frames are! It's rock solid. I have another machine P4 3200, 1GB ram and SATA discs and I've never had any kinda problems with both.
I prefer AMD just because of the cpu prices, but the most important hardware is not the CPU! Don't forget the motherboard or ram speed. And the MOST IMPORTANT is the disc devices. SATA are fine for this, although I have dont DV editing with 7200 rpm IDE hd's.
SATA is enough for anything (almost).
