In fact, you'd be wise to convert all of your VOBs to DV-AVIs also before you edit them in PRemiere Elements. It can save you a lot of time and trouble later.

I recently shot three mini DVDs on my Canon DC50. I shot the first as Video_TS (VTS_01_2.VOB) and that can be edited by Premier Elements 3.0. Somehow I shot 2 & 3 as a VR_Movie.VRO (DVD_RTAV) and Elements doesn't see the files so I can't edit these discs. Is there a way to change the files so Elements will edit them?

It is the VRO files that are not recognized by Premier Elements, not the VOB files. Those work fine.
Try changing the file extension from .vro to .mpg
