Default Adobe Media Encoder

Greetings! I have a question about Adobe Premiere and its Media Encoder.

When trying to export large projects to .mpg, I'm having trouble with the
computer shutting down. I've noticed that most of the people I work with
simply place the b-roll over finished video. When I suggest that they take
the lower video that's not seen in the finished product off the timeline,
they say it makes no difference. I think the overall question I'm asking
is, when rendering, does Encoder render both lines of video?
