Try this:

PerlSetEnv ORACLE_HOME /u01/app/oracle/product/9.2.0.4
PerlSetEnv ORACLE_USERID foo/foo@bar <mailto:foo/foo@bar>
PerlSetEnv ASSUME_KERNEL 2.4.19
PerlSetEnv LD_LIBRARY_PATH /u01/app/oracle/product/9.2.0.4/lib
