Nobody; but each Usenet _server_ has an admin.

Since comp.lang.apl is not a moderated newsgroup, anyone is able to post
anything. Usually the fools posting such rubbish as the MI-5 stuff get bored
and move on... some newsreaders have the ability to block posters or
(apparent)posting domains, and perhaps some have a way to define a rule to
immediately mark read a posting with specific strings in the subject (for
example). Other than after-the-fact defences like that, there is no
recourse. Its the wild, wild web.

Well the message header says 'Complaints-To: groups-abuse@google.com'

Thanks for drawing attention to this. I have reported the abuse. I
suggest others do so as well: perhaps something can be done.

I have reported these kinds of abuses over and over again but nothing
seems to happen.
I guess the best thing to do is make sure only members can send in
contributions.
Allowing everyone to become a member.
That would not stop the dedicated people joining and contributing.
It would be too much of a hassle for the spammers.

I created a group j-programming and do not get any spam there.

If your server uses cleanfeed, there are recipes to remove this
garbage (which is why I don't see it).
