creating shortcut on desktop AND prgram tree

I would like to create a shortcut on my desktop and be able to start a
program (.exe) from the prgram tree (start > Programs > name program).

Normally it wil be created with the setup program but i can not use this.

Why not? what will be creating them?

The VB6 CD includes code for creating shortcuts somewhere; I do not
remember the specific name but it's a directory of unsupported
samples.
