I have constructed, and packaged a project that works as planned, but for
some strange and odd reason,
setup fails miserably on SOME Windows ME systems. They get a dialog box
about system files that need
updating, and rebooting, but it never gets any farther. It seems to set up
fine on most other systems
without so much as a whimper.
Please help!!!!!!!

I'm taking this from a purely logical stance...
It says "Click OK if you would like setup to update these files for you now". It
doesn't say anything about "Setup will restart the computer". Therefore, have
you tried simply restarting the computer and running Setup again after clicking
OK? It does say "You will need to restart Windows before you can run Setup
again".
It's an idea, an idea based on pure logic, and it might work...

You're probably trying to install a system file
with a version that's newer than the version on
ME but not newer than the version on 2000/XP.
ME/2000/XP have system file protection. If you replace
a watched file the system will just put the old one
back again without asking or even informing the user.
So setup installs the new file, the machine reboots, system
restore puts back the old file....and you're back where you
started.
If you check what files you're installing and figure out
what you actually need, you may be able to ship an older
version for the one that's causing the problems. I think you can
also fix it in ME by disabling system restore in Control Panel ->
System -> Performance Tab -> Troubleshooting but that may
not be a realistic solution if you're shipping to a lot of people.

Now that's what I call a good response... prompt, on-topic, and informative.
Unlike some of the responses I've seen on here, you've done more than just
skim over the message, before venturing an answer. Good job.
I'd suspected it might have had something to do with an update getting
rolled back, and now I've got a 2nd opinion that it could be the situation,
it'll narrow down the debugging on a large scale.
