Wanted: Application written for me

I'm looking to have a tiny text to speech app written in VB re-
written
to Clarion. Basically all it does is use the Microsoft Speech API
and
let you type in text and speak it back to you or save it to an audio
file.

I am looking to have it written in clarion 5 to clarion 6.3, and am
willing to pay. This should be easy for someone who is good with
COM..
I will be using the code for other things I just don't have the time
to learn to tie in the stuff into clarion, since i have never done it

I would like this done without templates if possible.
