Is there a way for Vim to detect a file is encrypted (by using the :X
command) and not creating a swp or backup?

Hmm, I rushed through the vimhelp for encryption and autocmds, and
there seems to be no autocmd event EncText or such. If there was
a way, Vim should have.

Maybe you refer to vim-dev@vim.org mailing list and post a feature
request.
