If you want to save your Eudora Address Book in CSV form,
you can just open the Address book
and choose "File" | "Save as" (file type "CSV")

Then it's up to other applications
as to whether or not this is directly importable.

"Address Magic Personal" (for US$29.95)
claims to be able to convert Address Books (and perhaps email)
directly from Eudora to Outlook 2002-2007(?):

If you have OE handy, it can import the Eudora address book. Then you can
export to a personal address book which you can import with Outlook..
