In short: a very good and informative text.

While I was conducting research on political theory for one aspect of a
game engine I stumbled on ``The Whitehouse Years and Years of Upheaval''
by Henry Kissinger, Little Brown and Company (Boston, 1982).
In the game engine there are Major-Powers and Minor-Powers. Major-Powers
are the players and Minor-Powers are the computer-controled
entities. The game engine required a ``multipolar geopolitical'' model,
as opposed to a ``bipolar geopolitical'' model. The differnce is pretty
simple; in a bipolar model only Major-Powers (i.e. players) make
decisions and the Minor-Powers are but pawns of the Major-Powers, while
in the multipolar model both Major- and Minor-Powers may make decisions.
This means a Minor-Power may execute an action if it believes that action
is in it's self-interest, or in the interest of a foreign power which
shares diplomatic affinity. This is all pretty straight-forward to grok,
but the text provided keen insight on the decision-making processes with
several example cases, explaining where and why the decision reached would
be considered contra-intuitive superficially, but quite obvious when
provided the whole ``score''.
Wheather you agree or disagree with Kissinger's theories and policies is
irrelevant; this is how the United States reached many decisions for
several years and is therefore required reading for any attempting to
understand the post-WWII through present-day geopolitical environment or
attempting to simulate a multipolar geopolitical system. The text was
as authoritive and well-written as any of Kissinger's other texts, and
make an excellent companion to the ``Limited Warfare'' doctrine of which
Eisenhower, Kissengier, and MacNamara are known for.
