Did you try running the CS4 cleanup script and then install FWCS4 to see if
the problem still persists?

However If I shut down my machine completely and restart it, thankfully the
problem goes away, for me at least. So I recommend you try that.

But this isn't a permanent solution, it means verytime i've to reboot my
machine whenwven i'll get this error :-(

yeah I got the same problem in InDesign.. tryed everything.. nothing worked..
so i just avoided using it.. now just yesterday the same thing happened to my
photoshop!! I need photoshop! please someone find a solution. I cant get rid of
this stupid hand courser.
I had this issue in Photoshop CS4 too. If this is happening in Photoshop look for the Hand tool at the top, it is to the right of the zoom level. I clicked it once to toggle it on , then clicked the hand tool on the toolbox then went back up top and toggled the hand tool off and now i can use other tools again. Not sure how it gets stuck like that but Hope this helps.
I am using Adobe Photoshop CS3 Extended. This glitch seems to be file specific. I can open other files and use any tool I want, but this .psd file will only let me use the 'closed hand' tool. I believe it was initiated by a combination of keys on my keyboard. Unfortunately, I cannot tell you which combination (puppy ran across the couch and stepped on my keyboard).
I was able to fix it. For me the solution was as simple as looking at my preferences.
Edit > Preferences > Cursors
I opened the preferences, clicked a few of the other preferences subcategories on the left hand side of the preferences window (changed nothing), and closed the preferences window. Once it was closed my cursor was back to normal.
