icy text

Hi all,
Does someone know of a tutorial or some such on how to create a text effect
that has icicles hanging off the letters? I am doing a header for a page
that lists "Cold Case" files ... and that it the only effect that comes to
mind right now. If someone has a better idea, I open to suggestions.
