Default Extending time proportionally

I have a long, fairly complex .fla file with lots of text, that was timed to be
easy to read without lagging too much.

Client has decided to add more text to each section - so you have to be Evelyn
Wood to be able to read it. I slowed down the frame rate from 12 to 8, it's
choppy but almost usable.

Is there a way to tell Flash when publishing to, say, make each frame 1.5
times (for example) longer? I'm trying to avoid moving all the individual
frames if I can, plus I think this would be a useful thing to know.

I found this suggestion:

but I don't know if it works or how to implement it. Thanks for any
suggestions.
