Is it true that the most restrictive settings in message size restrictions
will override other configuration? For example, if i set the incoming
message size limit at the organizational level to 10 MB and i set the
message size limit for an individual mailbox to 20 MB, the 10 MB limit will
still be applied to this user? If this is the case, is there a workaround
solution to this scenario?

I don't think that is the case. The individual mailbox limits will be
applied.
It's like having a bouncer at the door of your nightclub, and you tell
the bouncer that everyone that wants to get in MUST wear white, with the
exception of your girl/wife who can wear whatever colour she wants
(something like that)

Global setting
This setting determines the maximum size of the messages in the Exchange
2000 organization; the messages can be incoming, outgoing, or internal.

I appreciate Kirrin and Kevin's input, yes the individual mailbox setting
will override the Global setting
The following Knowledge Base article should have addressed all the
configuration for the size limit:
322679 Set Size Limits for Messages

After any change, we need to restart the SA service:
1. Click Start-> Run-> Input "Services.msc" and press Enter.
2. Right click the "Microsoft Exchange System Attendant" service, and click
Restart. The service will need some time to restart and then settings
should be propagated. Thank you for your patience. If the issue still
exists, I recommend you restart the Exchange Server.

Thanks for all the replies.
According to the article( http://support.microsoft.com/?id=322679), there
are some exception to the rule. The example below taken from the article is
an exception.
Example 2
In this example, the following size limits have been configured: . The
global setting is set to 2 MB.
. The Exchange 2000 SMTP connector is set to 5 MB.
. The SMTP virtual server is set to 2 MB.
. The user mailbox setting is set to 3 MB.
The global setting is 2 MB. Therefore, all the users who are using the
default global setting in the Exchange 2000 Server organization or in the
Exchange Server 2003 organization are limited to sending and receiving
messages that are a maximum of 2 MB. If an individual user has a mailbox
setting of 3 MB, that user overrides the global setting.
Note All Internet e-mail messages use the global setting for limits on
sending and on receiving. The message categorizer evaluates the sender's
sending limit and the recipient's receiving limit. In example 2 earlier, a
user with a user mailbox limit of 3 MB could receive messages from another
user with a 3-MB sending limit. Because Internet users use the global
setting, they can send only a 2-MB message.

Hi,
Thank you for your update.
Yes you are right, the global setting is responsible for internet message
limition.
Basically, there are four places to set message size limit as below.
1. The global setting: it is responsible for all incoming and outgoing
messages.
2. The Exchange SMTP connector: it is responsible for all messages through
SMTP connector.
3. The SMTP virtual server: it is responsible for all messages through SMTP
Virtual Server.
4. The user mailbox setting: it is responsible for all messages
individually.
Although there are two examples listed in article above, it may cause some
confusion based on my review. I would like to provide more detailed example
based on my test.
First based on your description, I would like to suggest you use Default
Setting in SMTP Virtual Server and SMTP Connector, and then configure the
message size limit in Global Setting and User Mailbox Setting. Then I
assume the scenario as below.
You configure the message size limit as below:
1. The global setting: 2 MB
2. The specific user mailbox setting: 10 MB
Situation 1: When specific user who has the privilege to send mail up to 10
MB sends mail with 6 MB to another internal specific user who can receive
mail up to 10 MB, it will succeed.
Situation 2: When specific user who has the privilege to send mail up to 10
MB sends mail with 6 MB to another internal specific user who can receive
mail up to 2 MB, it will fail.
Situation 3: When specific user who has the privilege to send mail up to 10
MB sends mail with 6 MB to any external user, it will fail.
In short, all Internet e-mail messages use the global setting for limits on
sending and on receiving. If internal user has the privilege to send and
receive mail up to 10 MB, they can send mail between each other with size 2
MB C 10 MB.
I can understand it will cause much inconvenience, based on my experience.
the simplest way is to set use default limit for message size in global
setting, SMTP connector, SMTP Virtual Server, and only to set the message
limit in user properties page in Active Directory Users and Computers
(ADUC).
