Default Outlook client - client does not have permission to send as this sender

When trying to get secure connections to email server, we
get "client does not have permission to send as this
sender" error messages. This does not happen with newly
created users or if you copy a user that does not work -
it will work. On the exchange server you get the following.

    Event Type: Warning
    Event Source: MSExchangeTransport
    Event Category: SMTP Protocol
    Event ID: 1710
    Date: 4/8/2004
    Time: 3:55:55 PM
    User: N/A
    Computer: MAILserver
    Description:
The SMTP client "10.10.10.10" authenticated as
    user "SHURTAPE\username" attempted to send
as "username@shurtape.com". Access was denied because the
authenticated client does not have permission to Send As
    this SMTP address.
    Data:
    0000: 05 00 07 80 ...€

The configuration works for some people and not for
others. I have followed every note i could find. Any ideas?

We've got a similar problem, where a couple of IMAP clients can't sen
mail, but only if the Sent Items folder has been defined on the server
and only if Anonymous Access is unchecked in the SMTP virtual server.
    Our message is:

The message could not be sent because the server rejected the sender'
    e-mail address. The sender's e-mail address was X. Subject 'Y'
Account: 'Z', Server: 'Exchange', Protocol: SMTP, Server Response: '45
5.7.3 Client does not have permission to Send As this sender.', Port
    25, Secure(SSL): No, Server Error: 454, Error Number: 0x800CCC78.

We do NOT see any messages in the Exchange event logs. We ca
configure seemingly identical accounts, and one will work and on
won't. I'm suspecting an issue related to the account's being move
from NT4->W2000->W2003, but haven't found it yet. We're about to buy
    $99 Microsoft case

    We've now found that:

    a) Both Outlook and OE clients show the problem;
    b) These clients were upgraded (now XP) from earlier versions o
    Windows;
    c) When we duplicate the message using Telnet, the problem does no
    appear.

Next step is to capture a network packet trace when the message is sen
from a failing client, then do the same when it's sent from Telnet o
the same machine, then hope we see a smoking gun
