There might be some other reasons causing the duplicte ones. May be the
receiving organization has configured their system in such a way, that any
email sent to multiple recipient is duplicated.
Can you explain the exact scenario where your emails are duplicated? Is it
happening to local users also?

i have never encountered with this in local network

I get the same issue ... I have a Exchange 2003 environement, sender from
outside of organisation sends a mail. Mail appears to come it and delivered
to reciepients (however reciepients complain nothing has come through) 2-3
weeks later Exchange 2003 delivers again successfully. Message tracker
shows that the same message was delivered - not even a resend.

Hi,
Most times we see this the Anti Virus on the Server has a hold of the
message and Exchange Delivers without theAV fully letting go of the message.
When it does let go Exchange delivers it again. Try to disable the AV
Services and reboot the Server so that Exchange comes up clean without the
AV Services running and test this way.

Yes Antivirus can be one of the reason. I have also seen another scenario as
follows:
Exchange server is not connected via direct connection to Internet rather
mailboxes for the organization are hosted on a server which is located on
Internet (on any ISP), so if somebody sends a mail to two of the recipients,
they go to their mailboxes on the ISP mailserver, and then customer connects
their Exchange server to Internet and use some POP3 downloader to download
emails from ISP mailboxes and distributes to their local recipients. In that
case, some of POP3 downloader are not able to recognize that it is the same
email which they have already downloaded and it downloads and distributes
again, so recipient gets a duplicate copy.
If you can explain your scenario, it might be easier to find out the cause
!!
