Yes, you can safely delete these messages. The reason why messages get
there is because Exchange accepts messages even for non-existing users
and then ultimately puts them in the BadMail queue.

I suggest that you use a third party tool, such as Spam Marshall
(http://www.spammarshall.com) that checks Active Directory before
accepting any messages.
