Exchange 2007 attachment limit - Microsoft Exchange

Can you verify its not a firewall or perimeter rule that's actually applying
the 10MB limit? The NDR should tell you.

No, it's NDR from Eexchange, and yes I have restarted whole server, but
still the same...
