Possible, but unreliable: you could hack some muttrc with hooks
changing your signing settings based on external call to "date".
send-hook probably, or maybe better a macro in the compose menu to
replace your "send" key with such call:
macro compose ... '<enter-command>source path/file|<enter>;<send>'...
where that file controls muttrc cmds based on time.
RTFM for details.

Now curiosity beats me: why do you need _this_ behaviour at all???
Why not simply sign everything?

OK. When I work from my office, I do not want to sign and when I
connect to corporate network
using VPN, I want to sign, I leave my office at 5:30 PM and my cron
works at 6:00PM. I reach home at 7:30 PM, start working again at
8:00PM
I will be bcak office at 8:00 in the morning. and again cron removes
pgp stuff. May it is silly, but its working

Hope I am clear
