How do I control the position of a rotating picture component?

The component sits in a cell of a table in the masterborder. The table is
set to center everything, with cell padding set to 8.

If I preview the page it looks fine; the picture placeholder grey rectangle
sits just where it should. But, when I do a local publish the images sit in
the cell as if there was no padding and the picture sits at the top of the
cell. The result is the image is 8 pixels too high.

What am I doing wrong?

Thanks for your help,

Liam
