The solution is to copy the files referring to the AB (.pmr and .pmr) in
the directory containing the winpm-32.exe file (usualy
c:\pmail\programs) but you can also define another location using the
pegasus.ini file (in the same directory than winpm-32.exe, if it dosen't
exist just crete it, it's a plain text file):
In the [WinPMail 32-bit environment] section (if it doesn't exist create
it) add an entry of this kind:
PMR = path_to_shared_AB
You can also add a PML entry for shared dlists and a MAI entry for
public folders and a NB entry for noticeboards.

The only problem with this solution is that it creates a separate
independent copies of addressbook for all users and not one global
addressbook shared by all.

There are two ways to share addressbooks:
1) If you place the PM! and PMR files in the same directory as the WINPM-
32.EXE file, then all users sharing that copy of the executable will be
able to share that addressbook. This is useful if you have a single copy
installed on a network server, and all users run that single copy.
2) Place the PM! and PMR files in a network accessible location. Then set
the PMR system variable either using the method Youri Ligotmi specified, or
create a Windows environment variable named PMR with the location
specified, or add the following switch to the Pegasus Mail commandline:
-V PMR=\\server\share\directory
-or-
-V PMR=Z:\directory
This also works with Distribution Lists, using the PML files and the PML
variable.

Thanks so much for the detailed explanation, I'll give it a try!
It seems so odd to me that in the list of address books it shows a "Type" of
book, but provides no way I can find to change that (other than manually as
you suggest). I keep expecting to see a choice when you create a new book to
make it Personal or Global, but no such exists.

I would guess that the reason there is no way to do it through the GUI is
that it involves changing the physical location of the file. There are also
several ways to do it, and the GUI can only make it work for people using
the shared executable method. I thought there was a discussion of this in
the help file, but apparently not. There may be information about it in the
manual, which is now freely available from http://www.pmail.com.
