Default DNS lookups on self

Isn't this a bit silly?

When the domain and IPs are in relay-hosts and not in access (which is
how it is supposed to be, unless I'm having a 'sunday grey matter moment')
and local-host-names, why the hell is Sendmail doing RBL lookups on them,
including itself when it doesnt for those external domains I place in
access, since relay-domains is working (the only place you can whitelist
your own network or others from bad helo's) and I consider it to be extra
work for sendmail if I instruct it to RELAY/OK in access file (which I
have always beleive to be the case and have others since I've seen them
mention to newbies that it isnt needed).. what gives? Is this a bug?
Just womdering if others have seen this (found on production and verified
on dev box), like I said, maybe its coz its sunday and im not thinking
right, if you get my drift
