Hello Garrett,
You can create some groups and then put the links to different groups. To
do this, please refer to the following outlined steps:
1. Create a new group by creating a new link: Click Add new link > select
New group, then a new group is created when you create this new link.
2. Manage the links: Click Manage Link > Choose one link and select Edit
by clicking the arrow down icon, and then choose one group by choosing one
group on the Existing group drop down list.

Thanks-- So there is no way to change the order without using the groups
feature?

Hello Garrett,
Based on my knowledge, using group is only the built-in feature and the
easiest way that we can sort the links.

I have similar problem; I am unable to sort the groups within the My Links
web part on a SharePoint 2003 Portal. I have created the following groups
(they were created in the same order that they are listed):
A Group
B Group
_Hello
C Group
They are sorted as follows:
A Group
_Hello
C Group
B Group
Is there any way to change the order in which these groups (and the links
within the groups) are sorted?
