    Asssuming the WSS part of SPS 2003 ..

    You can do this with FP 2003's Data function to create a Data View Web Part
    (DVWP) in that sub-site which accesses the list in the other site. (The fact
    that it's a top-level site doesn't matter for this).

    P.S. It's read-only in the sub-site and will naturally only work if the
    person with rights to the sub-site also has rights to that list in the
    top-level site.
