Cannot add web parts from clients
I'm quite new to sharepoint so bear with me. I've got a problem with
a WSS 3.0 site I just set up - I cannot add Web Parts to a page from
any computer other than the server itself (one exception - see
below). The error message is maddeningly short on detail:
"Unable to add selected web part(s).
<Name of web part>: An error has occurred."
I'm logged in as an administrative user. If I add the web parts to
the page from the server, logged in as that same user (it's a local
user account, not a domain account), I can then edit them from other
computers.
Here's the last wrinkle: there is one other computer that can add web
parts. It's a Windows Server 2003 box, which is hosting another
database system for us. It has nothing to do with the sharepoint
server, so I'm not sure why it's got the magic touch and nobody else
does.
I've been searching on Google all morning, reading documentation, and
I can't find a clue what's going on here. It sure feels like it's
security/permissions related but I don't have anything solid to go on.
Any assistance would be greatly appreciated.

Follow-up: the error depends on how I access the sharepoint server.
If I access it by IP address, the error occurs. If I access it by its
fully-qualified host name (http://tcas03.xxx.net/default.aspx), the
error occurs. If I access it by its netbios name (http://tcas03/
default.aspx), the error does not occur.
It sure seems to be an authentication issue but I still can't nail
down what it is. In the trace log I get this:
