Is there, or are there, SmallTalk implemetation for Windows that can
produce Windows DLLs? How about COM DLLs?

Hi Bruce,

You could also use Dolphin Smalltalk, at least version 6 let's you
compile COM dlls.
I think version 5 also allowed it.
