If you download and install ActiveState's ActiveTcl, then tk.h is in a
    directory called "include".

However, if you download the source version of Tcl, Tk is a separate
download. If your situation requires tk.h, and you are starting from
the source distributions, then you will need to configure, build, and
install both tcl and tk. During that process, tk.h will be installed
into the directory you specify at configuration time.

You need tk 8.4 -- the sources are in a separate tar file.
