Not sure if I understood your question correctly, but portlets are applications that are running in the portal server.
You then put the portlet(s) on a page in order to be able to navigate to the portlet and use the application.

Hi mr.portaladmin,

Simply put, a page is like a page in a book, only with a book you can only use graphics and words but in the electric
world you can make the pages interactive by adding portlets which are mini applications that are reusable web modules that run on a portal server and provide access to Web-based content, applications, and other resources. Companies can create their own portlets or select portlets from a catalog of third-party portlets. Portlets are intended to be assembled into a larger portal page, with multiple instances of the same portlet displaying different data for each user.

From a user's perspective, a portlet is a window on a portal site that provides a specific service or information, for example, a calendar or news feed. From an application development perspective, portlets are pluggable Web modules that are designed to run inside a portlet container of a portal server.

The portlet must be put on a page to be used. the page is used to help describe what the portlet(s) will provide.
